WordPress.Com Vs WordPress.Org — Why They're Very Different For SEO

They share a name but not much else

WordPress.com and WordPress.org are built on the same software but are fundamentally different products with very different SEO implications.

WordPress.org (self-hosted)

This is the "real" WordPress. You download the software, host it on your own server, and have complete control. You can install any plugin, modify any file, and configure everything exactly as needed. For SEO: full flexibility.

WordPress.com (hosted service)

WordPress.com is a hosted service run by Automattic. On free and lower-paid plans, you cannot install custom plugins or access many technical settings. For SEO: significantly more limited. Advanced technical SEO is either unavailable or requires workarounds.
